Originally, both fighters were eyeing a potential match with Ryan Garcia. However, negotiations fell through, leading to this new pairing. Notably, Garcia's team had announced a planned fight with Romero for an April 20 DAZN PPV event, but this was contradicted by Romero's shift in focus and subsequent accusations from Oscar De La Hoya, Golden Boy chairman and Garcia's promoter, about Romero's financial demands.

Romero, from Las Vegas, is coming off a victory against Ismael "Abuelo" Barroso last May, where he claimed the WBA junior welterweight title. This win was marred by controversy over its ending, but it didn’t deter Barroso from fighting Ohara Davies in an interim title match, which Barroso won. As of now, it’s unclear if Romero's WBA title will be defended in the match with Cruz, or if Barroso will be promoted to full titlist due to Romero not adhering to the WBA's directives.

Cruz, hailing from Mexico City, is moving up a weight class to junior welterweight for this fight. His last bout was a unanimous decision victory over Giovanni Cabrera in July, a match that supported the Crawford-Spence welterweight championship on Showtime PPV. Prior to this, Cruz had an impressive run, including a notable match against Gervonta "Tank" Davis.
